Try creating a Recovery USB and see if this will run.
First, if you don't still have the image file, download it from the relevant link below.
The guide on creating this bootable USB recovery is on the following link - ignore the guides' suggested download for the ISO 'go to here' as this requires payment.
Once created, see if you can now run Start-up repair as described in the article below - if it works, you may need to run this upto 3 times..
