HP_TOOLS Download For HP Envy 4-1030us Ultrabook?

Hi, I have an HP Ultrabook and I need to recover the BIOS. I do not have HP_TOOLS on my HDD anymore. Unfortunately I can't use HP UEFI Support Environment SoftPAQ. When I insert my USB it starts working then gives the following error:

I've also already tried troubleshooting, running as administrator, etc...

Where can I download HP_TOOLS for USB for HP Envy 4-1030us?
